When US pushed the rest of NATO to increase their spending, the silent assumption was the extra spending will go to the largest defense provider, the US.
It turns out, Canada and EU are indeed increasing their defense spending significantly, but due to the current geopolitical landscape, they prefer not to direct these funds towards the US. Of course, Europe and Canada depend on US for various components of their defense, like intelligence, comms, air defense and other sectors, but the trend is there.
