Consensus refers to the mechanism (e.g., PoW, PoS) by which nodes agree on the validity of transactions and block order. It ensures network security and immutability. The state, however, represents the current "snapshot" of the blockchain, including account balances, smart contract data, and world state. While consensus builds the chain, the state reflects its real-time output. Updates to the state depend on consensus rules but are distinct from the process of achieving agreement.
