Are there non-voting nodes?

It's seems to be working well so far. Backfill was relatively painless. Malachite is solid, we were able to do 5K msgs/sec on testnet with 5 shards without pushing it too hard.

And yeah, non-voting nodes that can publish to the global mempool and receive blocks as they are created.
