I like the idea of an AI-generated structure. However, I'm personally not in favour of letting the community guide the artistic direction as it usually tends towards the mainstream (pretty much by definition) and that would undermine your desire to commission something more experimental. But you could put out a call for artists to throw their hats in the ring and ask someone whose taste you trust to choose a recipient of the grant based on the criteria above. Then just let them do their thing, while adhering to the guidelines you've suggested. That way you'd still open up the process to the community while giving the selected artist creative freedom.
