Here’s another video of Somali State Rep. Deqa Dhalac bragging about sending cash back to Somalia—not just to her family, but to her community. Dhalac, former #2 at Gateway with Abdullahi Ali, is a founder of Cross Cultural Community Services, which she co-founded with Regina Phillips, the ex-Portland City Councilor and sister of Sen. Rachel Talbot Ross. The equity commission Talbot Ross created and chairs has given her and her sister’s NGO massive no-bid contracts/grants. The equity commission abolished its conflict-of-interest policy after we asked questions during a public meeting and then stopped allowing questions from the public.
