Is it possible for a DAO made up of not-so-smart people to make very smart decisions?

Define smart. People might be super brainiacs and just be in the wrong DAO/out of their fields. So they may be “not-smart” in a certain context but still capable of smart decisions. Eg, a smart decision might involve delegating to people with more context.

Wisdom of the crowds says yes. Lived experience says no. I think you need futarchy or another mechanism to force it. Also are you the sky that won the optimism futarchy thing?
