a big draw to me about nouns was the potential for large scale public works (i.e museums, parks, etc) intuitively made sense for spending to slow during 🐻/🦀 altho i do like the idea of some forcing fn on spending. larger scale works have more cultural staying power vs things that could turn over every couple yrs
