Not for publishing messages that I’m aware of. Run your own hub if publishing a high volume of messages, otherwise use a provider like Neynar.

Seems like there's something wrong with how hub-web is packaged. It's not clear to me why there would be an issue. When you inspect the `Factories` object in the console what do you see?
