People in D.C. are super smart. You have a drink with some sort of Georgetown grad who works at the State Department—it's very impressive. They're articulate, they went to the right schools, they understand the nuances of deterrence theory, they know something about the Peloponnesian War. And if you lived in a world ruled by them, the probability of nuclear war would approach.
