i don't have a $higher bag but find governance interesting so thinking out loud here:
what if the decision to migrate was voted on by burning a certain amount of the supply?
like a crowdfund except you burn token. if X% is burned by X date then it migrates.
let's you use your tokens to vote.
can rewards those who participated.
something something skin in the game.
and if you can't get enough people to show up to burn/vote then maybe none of it matters?
