So if my headscale instance is down over time I won't be able to use my mesh. but headscale is nothing else but a PKI based on a Key<>Value Store. Making me think this could easily be a Service on QKMS for the identities and Keys. could also potentially be a private offering for connecting services and a public network that p2p shares a VPN think Mullvad but P2P (headscale is open source tail scale control server)
