So, if you want better shoes you start learning how to make shoes? When you want to eat something delicious are you doing Michelin chef training? I understand where you're coming from, and it makes sense in a way; in some cases it might even make sense, but the time investment for you to get to the level you need (know how AND experience) is most of the time too big. When outsourcing (and even hiring), you need to know what you want to obtain (this is the hard part), establish your dos/don'ts and make sure you track the progress.
