And it's a completely stable process. If you have done something outstanding, out of the ordinary, it will not be somehow appreciated, and you will not be made any exceptions. It's rare. My husband, for example, wrote such a PhD that they wanted to give it the level of a doctorate. But still, thanks to bureaucratic barriers, it didn't happen. So it's a systemic habit.
