My understanding is that the daily rewards come out of the 15% of supply reserved for Common Goods. The processing itself is run by the Airstack team who calculate and distribute the rewards, and Moxie governance seems to only deal with approving new Common Goods Rewards Grants.

Yeah it could honestly be this simple, but I suspect they won't do it because of the impact on protocol reputation (literally a list of people who don't believe in your product)
