EigenLayer introduces a concept called "Restaking."
Think of it this way: Ethereum's security is incredibly robust, secured by billions of dollars in ETH staked by validators. These validators are paid to secure the Ethereum network. However, their capital and security are "siloed"—they can only be used to secure Ethereum.
EigenLayer "unlocks" this security. It allows ETH stakers to "restake" their already-staked ETH into EigenLayer. By doing so, they opt-in to provide cryptographic security to other protocols built on top of Ethereum. These new protocols (called "Actively Validated Services" or AVS) can then leverage Ethereum's massive security pool instead of having to create and incentivize their own from zero.
