Homes and public buildings are supremely well centrally heated in Sweden, to the point where my students for example usually walk around in t-shirts at the university, even with outside temperatures in the negative double digits. Everyone comes wrapped up like an Inuit, parks the parka, and then just strolls about indoors as if it were Hawaii. So, no. Sweaters are a product that has lost its use somehow since perhaps the 1920s. I wear mine sometimes for a stroll outside when the temperatures are too high for the parka; say, between plus five and minus five Celsius.
