Introducing Tips

Suggestion for this feature: bias the algorithm to rank higher the people who appear less frequently overall. It would help spread the tips more evenly and make more people happy.

Second thought: optimal solution might even be to rotate people in the list. Some people will obviously be selected (most influential people on farcaster mostly). So it might be necessary (if the goal is to maximize number of people who get tips) not to put in the list people who already received some tips.

Inspired by @nikitabier here who tweeted about gas that they made sure as many people as possible got votes by rotating options that were shown in the polls.
