Here I am answering this and I’m going to be on both sides of my comment. I cannot stand seeing someone post “giveaway” and that leads to everyone spamming addresses showing they are only here for that and nothing else. SO, I think, a tip received REQUIRES a tip given. By that I mean a tip must be given or that tip troll can not receive a tip or giveaway until the true tipping behavior is achieved by them meeting the requirements. Pretty simple skill to put that together. The problem would be someone received 10 of something and their tip out would be 1/100 the tip in. So, probably a 10% to 20% tip out would be required to their tip out and give them access to receive another tip. I mean giveaways and tips are NOT meant to fill pockets of greedy filled persons. That defeats the purpose of both giveaways and tipping. It would be nice to see something like this though ;)
