I think this is a good criteria for Purple holders to keep in mind, but I wouldn't want to make it a requirement. I am hesitant to add friction. Right now we have a 40 ETH treasury, so this is only ~12.5%. If this goes well I could see us opening an open retroactive round that can be triggered on a rolling basis.
