Civility as a pre-condition for socio-political dialogue & exchange is not a nostalgia for an equilibrium that never was. Showing good faith in tone and temper neither delays action nor risk. Neither does shouting at each other imply risk-taking. It seems like you are using strawmen analogies to support your arguments
