Yeah in london Santander/boris bikes was initiated by local government & taken over by Santander. Competition (lime, human forest etc) offer great optionality with e-bikes + scooters. drawbacks: clutter/litter, people leave them in crazy places e.g. rivers; seasonality (like many you mainly cycle in good weather) + margin compression from competitors could do the reverse and kill Citibike during winter months
