Wading in here for the 😂 We have a definition of pure/impure public goods so we can absolutely consider them on a spectrum: perfectly non-rival, perfectly non-excludable e.g. the idea of the colour yellow For top marks, pg provider strictly cannot extract more value than anyone else. If possible good = excludable
