If you still need an answer - I believe the same technology as on the other Blockchains: First layer is designed for essential data (user identifies, connections and other fundamentals)and responsible for security and immutability, like the core of a Blockchain working on-chain. And the second layer is designed for more frequent actions like messaging, likes, comments etc. working mostly off-chain.
