The in-game lore is around managed democracy. Citizens do a quiz and then a vote is made on their behalf by AI. Of course this is a game and probably not led by deeply technical political scientists but is interesting to think about what foundation knowledge tools need to give voters better alignment while not also influencing that alignement for its moderators own goals

I see it as a nascent AI tool (LLMs) competing with a decently mature AI tool (ML recommendations). The game Helldivers gets into what you’re looking for but provides critique for the idea I can see the campaign had a strong digital and physical footprint to reach people where they were. NYC politics seems vulnerable to those network-based underdog stories
