Think about that for a moment. Korean investors wanted to place amplified bets on a Korean company, but because the product was unavailable at home, they had to use a foreign market. The company was Korean, the investors were Korean, yet the trading activity, fees and related business were taking place outside the country.
Eventually policymakers faced a simple reality. If investors are already buying these products overseas, preventing domestic offerings does not eliminate demand. It simply exports capital, trading volume and tax revenue to other financial centers.
