given the computational resources at hand, one has to wonder if the data is completely discoverable already, or if there has to be fact-finding. efficiency might even be induced by discovery of bikeshedding. VA/DOD are black holes of money due to price-gouging, so there may also be an edge with previously experienced logistics/manufacturing. I'm cautiously optimistic that the American public will gain something out of this, one way or another.
