the culprit for this is Musk, Thiel, and others that are throwing money at decel organizations. one side is privately lobbying for policy (which is materially hostile: https://papers.ssrn.com/sol3/papers.cfm?abstract_id=299170) e/acc is just a memetic response to this, since the former started further in a vacuum.
