I don't think Ange's system rewards the strikers with goals as much as the midfielders TBH. The striker is kind of the decoy pulling defenders out of position for the midfielders and inverted wingbacks to attack the space.
Kane's finishing could make it work, but I've not seen Solanke show he can be that prolific yet, though it could be a confidence/recovering from injury thing.
