to appear, light pillars require certain icy crystals in the air (flat hexagonal) that “mirror” the light up.
requires cold temperature on surface (-20C yesterday), high humidity (was 83%), calm weather and clouds - i think these are the main factors.
the same conditions allow to see what i've just learned is called “diamond dust” :) - if there's a source of light, you'll see that the air is shimmering as there are tons of these tiny icy sparkles, and that's incredibly beautiful - looks sth like this: https://m.youtube.com/watch?t=30s&v=LmnIKjKBu5k&feature=youtu.be
