In the NBA it’s definitely not. Maybe in Eurobasket it should be, I don’t know how they usually call those games.
In the official rulebook it most likely is a travel, but official travel rules have gone by the wayside for many years (in American leagues, at least)

But overall this is not an egregious travel to me, in today’s game
