seems like equity-compensated job placement within corporations that are publicly traded on the respective state exchange would be a straightforward solution to this.

how would you explain these constraints as superfluous? I think they're all critical reforms 1) scrip is compensation with inferior incentive 2) job placement is less insecure (for both employers and employees) than credentialed admission 3) a handful of traditional central exchanges with JIT dynamics forces colocation & "efficiently" creates too-big-to-fail financiers
