The first part is a fact. It was created by the NIH which is military intelligence and gain of function was funded by the CIA; Moderna and Pfizer leased the product after the creation for a 50% split. It’s also a fact that they copy and pasted the mnra sequence from a Chinese product that was created in 2018. The latter statement is speculation.
