can someone pls explain this project?

only 1.3k $FID holders
.6 neynar req, of which only 13k/238k are active in the last 30 days
so somehow to mint out, at least 70% (or more) of active people with .6 neynar scores, who also need PRO, need to buy 1 million $FID
is that right?
