the abuse on the usage on some laws deteriorates them
it also becomes then unfair and random. the opposite meaning and function of a law.
laws are to increase fairness and decrease "randomness"
some administrations looking for controlling some narratives are destroying some laws and deteriorating the system in a way that will never recover
