A passport made identity portable across institutions that had never met its holder. It was a meaningful advance. It still left the representation in the hands of the issuing authority rather than the individual who carried it.
The expertise layer of that problem has never been solved. Article 15 on what persistent digital representation of human knowledge actually requires.
