We validated a simple Proof-of-Usage rule for testnet incentives on Base. 20 wallets tested → 13 qualified as genuine users → 7 filtered out (single-day / low-quality activity) Deterministic, explainable, read-only. No heuristics, no contract changes. Curious how other Base teams handle eligibility today.
