The only way for Tokyo to overturn this 50y long low birthrate is to drain pop from other provinces. 😯
For provinces, youth moving to cities does not cause pop decline. Low birthrate is the culprit in every region except Okinawa. Even if no youth leaves their hometown, wrking pop will still decline. 😧
