$PRO needs a plan? here you go:
- start with one core problem: new user retention
- anyone can propose a *concrete* solution to improve retention
- each proposal gets a prediction market: "conditional on this idea being enacted, D30 new user retention will be X% higher/lower"
- anyone can bet using $PRO
- enact two proposals: the top-voted and the most controversial
- refund the rest
- in 2 months, resolve the markets
