It’s not a good idea to single out an account just because of its location. Sometimes, people may feel uncomfortable being associated with a certain place — and they’ll simply “move” their location to somewhere that sounds better.
Social networks are meant for everyone. Don’t judge or discriminate against anyone based on where they actually live.
