The fact that ETH is primarily a store of value (as you said) is the reason why we should take the risk of lowering the issuance. Not lowering the issuance is more risky. Remember that unlike Bitcoin Ethereum *can* recover from attacks! - and that makes attacks much less likely for game theoretical reasons.
