From July 14–18, the U.S. Congress is advancing three pivotal bills reshaping global digital asset regulations:
GENIUS Act: Mandates 100% cash/U.S. Treasury backing for stablecoins, bans algorithmic models, and ensures monthly audits, aiming to create a $2 trillion stablecoin market by 2028 .
CLARITY Act: Clarifies SEC-CFTC jurisdiction, exempts "mature blockchains" (e.g., Bitcoin, Ethereum) from securities laws, and permits banks to custody digital assets .
Anti-CBDC Act: Permanently prohibits the Federal Reserve from issuing a central bank digital currency (CBDC), reinforcing Bitcoin's anti-censorship narrative .
These bills have already driven Bitcoin to a historic high of $122,000 and accelerated institutional adoption, with BlackRock's Bitcoin ETF (IBIT) seeing $1.76 billion in weekly inflows .
