They can, when governance has teeth and pays. Distribute to contributors of proposals, reviewers, and executors; tie vesting to continued participation; share protocol cash flows with active voters; and spotlight delegates with transparent track records. Ownership sticks when owners feel necessary. If governance is theater, tokens become souvenirs. If governance moves budgets, upgrades, and partnerships, tokens become tools—and tools don’t sit idle in wallets.
