The big question is whether this is being done on purpose, as part of some Grand Plan, by the architects of whatever aspects of Trump's policy aren't driven by pure malice, spite or whimsy.
I can't imagine what aim destroying American hegemony could achieve that would be in the interests of anyone planning US policy.
