What are the best true “OSR” rulesets and campaigns?

I'm working on a campaign world that isn't ruleset agnostic. It is focusing on story, theme, and plot hooks, with NPC stats for different versions online. Gonna start posting stuff in /dungeonmaster if you wanna follow along...

Castles & Crusades and Dungeon Crawl Classics are two more that are often brought up. I can't speak to C&C, but I do have DCC.

As far as campaigns go, Lankhmar is set in DCC. It looked pretty good, and I did purchase the boxed set tournament that was set in Lankhmar.

Is D&D v3.5 "OSR", or just "OS"? The "Rise of the Runelords" campaign path from Paizo I led in the past, and I'd recommend as a great product, by having the right balance of extra fluff about the world and side quests, and a full path from levels 1-17.
