One of the main factors in the collapse of the Roman Empire was literally the replacement of Romans with non-Romans. Caracalla granted citizenship to nearly everyone regardless of their ethnicity or region in an attempt to raise taxes and create unity. Instead, it strained their resources and diluted the meaning of Roman identity, reducing loyalty to the empire. They had a decay of social cohesion, loss of united cultural values, and many internal conflicts.
