According to Khabarovsk residents, a rainstorm with wind hit the city in the afternoon: billboards fell, roads and a shopping center were flooded. An hour later, the rain practically stopped in some areas of Khabarovsk. The Ministry of Emergency Situations warned that the water level could rise in three areas.
