The risks of allowing malicious actors to communicate are outweighed by the benefits of protecting individuals' rights and allowing for secure communication. The potential for abuse does not negate the benefits of encryption for legitimate uses, as it ultimately helps safeguard personal and sensitive information from unauthorized access or surveillance
