2/2 1. Application can be only by referral - web of trust 2. Application Tax ( commitment check ) 3. Large window for application( peer review and peer checks to create a reputation ) 4. Review window ( a period for new citizenship in which their reputation and skill set can be challenged in order to prove themselves)

In certain conditions we can hyper-organize as groups. Network states are the only medium-to-large-scale governing infrastructure that permits rapid reiteration, as to find the conditions for hyper-organization. Failing towards utopia, one smart contract at a time!
