I think most importantly a hard problem is “non-Googlable” in the broadest sense -no parallel roadmap to guide decision making -no existing formulaic base to build on -no existing community/mentors (network effects like you said)

I’d refine these 3: -it requires evangelizing a new product method -the definition of product success is previously undefined -there is a structural gate to product (a la legal restrictions as others have suggested)
