Only paid determines the payout.

Eh, it’s not unsurprising to me that a bunch of free votes all landed on the same option. 

Re the anti collusion system, the alternative is to let anyone make 1000 new accounts and steal every Ponder.

You kind of have to pick your poison.

ALL's chart says it got 81 votes in total, and coincidentally, all were paid votes, securing the win. That, combined with the winners' payout, indicates it was altered by the anti-collusion system. So both charts show what the system determined, not the actual votes. 
I love Ponder, but that system is weird
